Horsham, Adur and Worthing Councils partner with TechnologyOne to embrace the cloud

Horsham, Adur and Worthing Councils have partnered with enterprise software provider TechnologyOne to improve collaboration, share resources and deliver digital transformation via the cloud.

The West Sussex Councils selected TechnologyOne’s OneCouncil Software as a Service (SaaS) solution to replace its existing ageing on-premise solution. The councils will implement the Financials, Supply Chain and Performance Reporting modules of TechnologyOne’s enterprise cloud suite. There is scope to introduce Human Resource & Payroll and Enterprise Asset Management in the future although such a deal will require a further agreement.

Adur and Horsham Councils have shared financial systems since 2005, with Worthing Council joining in 2010. TechnologyOne will further facilitate this collaboration, enabling shared access to documents, processes and workflows via the cloud. Teams will not only be able to work together on transactions but this shared knowledge will also enable staff to cover for team leave across the three councils to deliver overall efficiencies, improve service and provide greater resilience. It is expected that this framework and way of working may further extend to additional Sussex councils in the future.

Commenting on the partnership, Karen Spicer, System Accountant at Horsham District Council, said: “Our discussions with TechnologyOne greatly improved our knowledge and understanding of cloud versus on-premises or hosted solutions. When we fully understood the benefits of a true cloud solution over the alternatives, we thought it was brilliant and knew it was exactly what we needed. It was definitely time to modernise in line with the council’s broader goals for digital transformation and improved collaboration and resourcing across the West Sussex region.

“We’re particularly impressed with just how user-friendly the OneCouncil solution is and we’ve had really positive staff feedback so far. We look forward to being able to carry out our daily tasks while on the move - the ability to do everything at the click of a button on any device wherever we happen to be working is a game changer. There will be no more waiting for staff to return to their desks to action and authorise transactions.

“Our partnership with TechnologyOne will greatly benefit the way we work across the councils; improving resourcing, collaboration and driving efficiencies. We’re now absolutely ready to embrace the change, modernise operations and adopt a cloud first strategy.”

Paul Brewer, director for digital and resources at Adur & Worthing Councils, said: “TechnologyOne fits really well with our strategy to deploy the best cloud native software out there. We have been very impressed with their OneCouncil programme and we are looking forward to our project to transform financial management and procurement in our first phase this year.”

Roger Phare, Operating Officer for TechnologyOne in the UK, commented: “It’s great to work with councils like Horsham, Adur and Worthing that share our vision of the cloud and recognise the potential. We very much look forward to working with them to improve collaboration, facilitate the sharing of resources and support their drive for digital transformation.

“We strongly believe that true cloud represents the future of enterprise software and welcomed the chance to demonstrate the benefits versus hosted or on-premise alternatives.

By harnessing the power of true cloud, our solution is highly scalable, offers automatic updates reducing the burden on in-house IT staff, is accessible via any internet enabled device and offers continuous innovation and improvements. And, with responsibility for building, owning, managing, supporting and running the software, we are fully accountable, freeing up the West Sussex councils to focus on their core operations rather than the technology that underpins them.”

Horsham, Adur and Worthing Councils undertook a joint procurement and tendering process in May 2016. This was followed by a series of demonstrations, references and evaluations of available solutions. As the contract with the existing solutions provider draws to an end in November 2017, the councils expect to go live with TechnologyOne’s OneCouncil in the month preceding, with implementation across the councils to be carried out independently.
